So, what is a Comprehensive Plan?

What will Superior look like in 10 to 20 years? Can you imagine it? Would you like to be a part of creating it?

Municipalities prepare for the future through a Comprehensive Plan - a guiding document for decision-makers and Town residents that includes a vision for what kind of place Superior wants to be. It uses a framework of goals, strategies, and actions in order to achieve this vision. It includes topics like land use, transportation, housing, economic vitality, and community resiliency. Also included is a Future Land Use Map that more specifically identifies where and how Superior might change over time. Interested in learning more? How is this related to the Transportation Plan?

Comprehensive Plans are more effective when they're linked to Transportation Plans to ensure land use and transportation work well together. Early engagement for the Comprehensive Plan will include transportation-related feedback. Later this year, that feedback will inform the upcoming Transportation Plan effort. More specific information on the Transportation Plan will be shared in the months to come, stay tuned!

Your input will inform the core of the final plan. Therefore we will be hosting various in-person and online engagement opportunities to collect community feedback. Please attend any of the opportunities listed in the "Engagement Events" or leave any general comments below.

    Engagement Updates

    You’ve spoken and we’ve been listening! Here is a snapshot of some key themes we’ve seen across all of our engagement efforts – all of which can be seen here.

    Community Survey

    • Love of Superior: You’ve consistently expressed your love for living in Superior, highlighting location and access, open spaces, parks & trails, community character, and natural features.
    • Growth & Development: There is a concern among residents about changes related to growth in the community. There is also a desire for more retail, restaurants, and local businesses.
    • Housing: Responses indicated housing options for empty-nesters, seniors, and affordable housing are the weakest areas for Superior, and housing options for families is an area of strength. Concerns around “availability of affordable housing” and “value and cost of homes” were also seen.
    • Community Values: Responses Highlighted community engagement, followed by safety and sustainability, as top values when making community-wide decisions.

    Renter Survey

    • Community Character: The most significant factor attracting residents to Superior is “community character (e.g., safety, walkability, etc.)”. This highlights the importance of maintaining and enhancing community attributes that create a desirable living environment.
    • Majority Intend to Stay: A majority of responses show an intent to live in Superior long term, suggesting a general satisfaction with the town.
    • Housing Preferences: There is a preference for single-family detached homes, with traditional styles and ranch styles leading the list. Though, townhomes and smaller lot single-family detached options also received significant interest.

    Business Engagement

    • Moderate Success: Businesses view themselves as moderately successful, indicating a need for support to meet their goals.
    • Workforce Challenges: Businesses face issues in finding and retaining skilled employees. Housing for employees is a challenge due to higher costs locally compared to areas east of Superior.
    • Need for Small Business Support: There’s a demand for small business education and resources.

    Town Committee Meetings

    • Make Superior an Arts destination.
    • Additional resources to preserve and communicate Superior’s historic assets.
    • Consider wildlife and natural systems when planning new development.
    • Walkability improvements and more places to gather.
    • Consider environmental impacts, water, and transportation improvements when planning new development.
    • Explore partnerships to further goals.

    We've closed the first round of survey for the Comprehensive Plan and Transportation Plan. We'll soon publish the results, along with a summary of trends, issues, and opportunities that you've all shared. We appreciate your time and effort to kick this off!
