Rock Creek Parkway Repurposing Study
Overview
The Rock Creek Parkway Repurposing Study evaluated the lane configuration and roadway geometry of Rock Creek Parkway to determine if changes would improve the corridor’s safety and comfort for all users. The project team collected traffic, crash, and speed data along the corridor. This data was then used in technical analyses to compare existing and potential future configurations.
Another critical component of the study was to gather community input on current and potential future corridor configurations. Throughout the project, there have been multiple opportunities for Town residents and visitors to provide input on what they like and do not like about the corridor currently and ideas for the corridor's future. This website will continue to be updated frequently as Town Board and staff review the study and potential changes, so check back often to learn more.
December 2023 Update:
Town staff and engineers presented the Rock Creek Parkway Reconstruction proposal and Repurposing Study findings and recommendations at the Town Board meeting on 12/11/2023.
The Town Board approved the contract with J&T Consulting to design Phase 1 of the reconstruction, which will include the roadway section from McCaslin Blvd. to Pitkin Ave.
While the Town is reconstructing the roadway, it is a good time to address safety issues along the corridor, and the Town Board approved the contract with Fox Tuttle to do the repurposing design. The repurposing design will maintain two lanes of traffic in each direction, though the lanes will be narrowed to reduce speeds and allow for a larger bicycle lane with a striped buffer. To address pedestrian crossing safety at intersections, several dedicated right turn lanes will be eliminated, and additional crossing infrastructure like HAWK beacons (High-Intensity Activated Crosswalk Beacons) or additional RRFBs (Rectangular Rapid-Flashing Beacons) will be explored and installed where necessary. The need for a roundabout or traffic light at Coal Creek Drive and RCP intersection will be explored but will not be included in the 2024 project.
November 2023 Update:
The Town of Superior engineers and Town Board members are currently reviewing project summaries and reports (found in "Documents" to the right), and weighing all data and input provided throughout the study process. Additional information about future pavement replacement and striping configuration will be provided in the coming months.
Public Meeting #2 was held on September 9, 2023
In order to reach the largest number and variety of participants possible, our second Community Meeting was hosted at the Town of Superior's 2023 Chili & Beer Fest.

*Why is it called a “Best Fit Option”?
The Best Fit Option shows what Option 1 or 2a / 2b could look like, and is definitely not “finalized.” Currently these options:
- Provide a roadway configuration that complies most closely with Federal Guidelines on bicycle facilities,
- Have the highest potential to reduce speeds to the posted speed limit, and
- Protect the most vulnerable road users to the greatest extent.
