<h4>So, what is a Comprehensive Plan?</h4>What will Superior look like in 10 to 20 years? Can you imagine it? Would you like to be a part of creating it?Municipalities prepare for the future through a Comprehensive Plan - a guiding document for decision-makers and Town residents that includes a vision for what kind of place Superior wants to be. It uses a framework of goals, strategies, and actions in order to achieve this vision. It includes topics like land use, transportation, housing, economic vitality, and community resiliency. Also included is a Future Land Use Map that more specifically identifies where and how Superior might change over time. Interested in learning more? Check out the FAQs at the bottom right of this page.<h4>How is this related to the Transportation Plan?</h4>Comprehensive Plans are more effective when they&#39;re linked to Transportation Plans to ensure land use and transportation work well together. Early engagement for the Comprehensive Plan will include transportation-related feedback. Later this year, that feedback will inform the upcoming Transportation Plan effort. More specific information on the Transportation Plan will be shared in the months to come, stay tuned!<h4>We want to hear from you!</h4>Your input will inform the core of the final plan. OverviewThe Rock Creek Parkway Repurposing Study evaluated the lane configuration and roadway geometry of Rock Creek Parkway to determine if changes would improve the corridor&rsquo;s safety and comfort for all users. The project team collected traffic, crash, and speed data along the corridor. This data was then used in technical analyses to compare existing and potential future configurations.Another critical component of the study was to gather community input on current and potential future corridor configurations. Throughout the project, there have been multiple opportunities for Town residents and visitors to provide input on what they like and do not like about the corridor currently and ideas for the corridor&#39;s future. This website will continue to be updated frequently as Town Board and staff review the study and potential changes, so check back often to learn more.<hr> December 2023 Update:Town staff and engineers presented the Rock Creek Parkway Reconstruction proposal and Repurposing Study findings and recommendations at the <a href="https://townofsuperior.granicus.com/player/clip/2425?view_id=4&redirect=true&h=2c56364999bedb00f3d1d9f05ab6fe2b" rel="noopener noreferrer" target="_blank">Town Board meeting on 12/11/2023</a>. The Town Board approved the contract with J&amp;T Consulting to design Phase 1 of the reconstruction, which will include the roadway section from McCaslin Blvd. to Pitkin Ave. While the Town is reconstructing the roadway, it is a good time to address safety issues along the corridor, and the Town Board approved the contract with Fox Tuttle to do the repurposing design. The repurposing design will maintain two lanes of traffic in each direction, though the lanes will be narrowed to reduce speeds and allow for a larger bicycle lane with a striped buffer. To address pedestrian crossing safety at intersections, several dedicated right turn lanes will be eliminated, and additional crossing infrastructure like HAWK beacons (High-Intensity Activated Crosswalk Beacons) or additional RRFBs (Rectangular Rapid-Flashing Beacons) will be explored and installed where necessary. The need for a roundabout or traffic light at Coal Creek Drive and RCP intersection will be explored but will not be included in the 2024 project. <hr> November 2023 Update:The Town of Superior engineers and Town Board members are currently reviewing project summaries and reports (found in &quot;Documents&quot; to the right), and weighing all data and input provided throughout the study process. This is described in the <a href="https://shapesuperior.com/20670/widgets/74577/documents/56099" rel="noopener noreferrer" target="_blank">Summary of Public Outreach and Engagement</a>. All of these efforts helped inform the Town&#39;s first Strategic Housing Plan. In the coming years, funds will become available through Boulder County and the State of Colorado to support potential housing efforts. This plan will help guide future decision-making and programs related to housing in Superior.The plan is centered around three objectives:<ol><li>Increase Housing Choices for People</li><li>Support and Promote Local and Regional Affordable Housing Efforts</li><li>Remove Housing Barriers for Those Who Often Encounter Them</li></ol> How does the Strategic Housing Plan relate to the upcoming Comprehensive Plan and Home Rule efforts?The Strategic Housing Plan is intended to identify and evaluate potential strategies that could result in housing development that achieves the Town&rsquo;s policy objectives and does not propose any specific development or redevelopment project or location within the Town. Strategies explored in this plan that could result in housing development within the Town will be further considered through the upcoming Comprehensive Plan process to determine appropriate locations, if any. The Comprehensive Plan process will include a full evaluation of site considerations, intensity of development, integration with other Town-wide goals, compatibility, and other location-specific elements.Adoption of the Strategic Housing Plan is unrelated to the Town&rsquo;s effort to consider adopting a Home Rule Charter. This plan itself will not limit the applicability of any legislation adopted by the State of Colorado to the Town. Beyond the grant&#39;s requirements supporting this plan, it does not obligate the Town to take any specific action.
